In Chad, we work since 2007 and we are implementing humanitarian and development programs across multiple provinces including Moyen Chari, Logone Orientale, Logone Occidentale, Chari Baguirmi, Lac, Ouaddaï, Sila, and N’Djamena. Interventions span sectors such as food security, WASH, nutrition, education, protection, and climate resilience, aligned with the 2025–2031 national strategy. We work in partnership with institutional donors (such as GFFO, GAC), UN agencies (UNHCR, UNICEF, WFP), related agencies, and faith-based organizations. Given the growing humanitarian response and geographical expansion, including recent operations in Wadi-Fira Province, we seek a highly qualified Finance Manager to ensure robust financial management, compliance, and strategic support to programs’ implementation.
This senior leadership role requires strong analytical capacity, diplomacy, integrity, and the ability to operate effectively in complex environments.
Purpose
The Finance Manager is responsible for ensuring effective financial management, compliance, and accountability of the Country Program. This includes maintaining robust accounting systems, ensuring accurate financial reporting, safeguarding organizational assets, and supporting informed decision-making.
As a member of the Country Management Team (CMT), the Finance Manager contributes to strategic leadership and organizational performance. The position reports to the Country Director and receives technical guidance from the Finance Controller (based in Geneva).
Required qualifications
Master’s degree (or equivalent) in Finance, Accounting, Business Administration-Finances, or related field.
Knowledge and experience
Professional accounting qualifications (e.g. ACCA, CPA, CA) are highly desirable.
Minimum 5 years of progressive experience in financial management within humanitarian or development organization.
Proven experience in multi-donor grant management and compliance.
Demonstrated experience managing finance teams and multi-locations operation.
Strong experience with audits, risk management, and internal controls.
Strong knowledge of donor regulations (e.g. GFFO, GAC, UN agencies, WFP).
Solid experience with financial systems and reporting tools: proficiency in SAGE Software or similar system is required.
Advanced proficiency in Excel and financial analysis.
Strong budgeting, forecasting, and financial planning skills.
Knowledge of procurement and asset management systems.

Main duties
Leadership
Provide overall leadership and strategic oversight of all financial and accounting functions of the Country Program.
Ensure compliance with the LWF Finance Manual, donor regulations, and national legal requirements.
Maintain strong internal control systems to safeguard assets and mitigate financial risks.
Represent the finance function with banks, tax authorities, auditors, and financial institutions.
Serve as the focal point for external and donor audits, ensuring transparency and full compliance.
Contribute to senior management decision-making as part of the Country Management Team.
Perform additional duties as assigned by the Country Director.
Coordination and management
Oversee the preparation of monthly and annual financial statements in compliance with LWF policies and deadlines.
Ensure timely and accurate donor financial reporting (e.g. GFFO, GAC, WFP, UN agencies).
Manage cash flow and liquidity, including timely submission of funding requests to donors and HQ.
Monitor budget performance and control expenditures in collaboration with program teams.
Lead and support the preparation of project budgets and financial components of proposals.
Ensure procurement processes comply with the LWF Procurement Manual and approved plans.
Oversee asset and inventory management, ensuring accuracy of asset registers.
Produce monthly financial and management reports for internal and external stakeholders.
Supervise payroll management, ensuring timely payment of salaries, taxes, insurance, and benefits.
Capacity building
Supervise and mentor finance staff, ensuring high performance and professional development.
Strengthen team capacity in financial procedures, donor compliance, and internal controls.
Provide financial guidance to program and support teams to enhance budget management.
Support logistics and operations in strengthening financial accountability systems.
Build capacity of local partners / sub-grantees to ensure quality financial reporting and compliance.
Promote continuous improvement of financial systems, tools, and processes.
