The Lutheran World Federation – Augusta Victoria Hospital (LWF–AVH), located in Jerusalem, is a medical center of excellence that has been providing healthcare services and other health programs for about 70 years to Palestinians, including refugees from throughout the West Bank and Gaza. AVH, a program by the Lutheran World Federation, serves patients regardless of race, religion, ethnicity, age, gender, sexual orientation, or political conviction, without discrimination or favoritism; It is a modern tertiary care facility that serves the most disadvantaged patients from Gaza and the West Bank and has a special historic relationship with the United Nations Relief Works Agency (UNRWA) for Palestinian Refugees.

Terms of Reference

Main outcome of the role:

The Billing Staff plays a critical role in supporting the hospital’s financial sustainability by ensuring accurate processing of referrals, timely preparation of invoices, and effective coordination with patients, insurance companies, and internal departments. This role requires strong attention to detail, a fast learning curve, and the ability to operate efficiently under pressure in a high-volume environment.

Duties and Responsibilities

A. Referral Processing & Verification

·         Process, verify, and update all incoming referrals in accordance with hospital policies.

·         Review and validate all referrals entered by the Patient Service staff to ensure accuracy, completeness, and correction of information.

·         Follow up with departments or insurers for missing or inconsistent data.

B. Invoice Preparation & Submission

·         Prepare and review invoices, ensuring they fully match the approved referrals.

·         Submit and upload invoices electronically to the relevant referral or insurance system.

·         Prepare and submit electronic invoices to insurance companies in accordance with agreed timelines and standards.

·         Track submitted invoices and escalate any delays or rejections for resolution.

C. Administrative & Customer Support

·         Manage incoming calls, messages, and inquiries related to referrals, billing, and insurance matters.

·         Perform administrative tasks including copying, scanning, organizing, filing, and maintaining accurate digital and physical records.

·         Provide professional support to internal departments and coordinate with external stakeholders as required.

D. Additional Duties

·         Carry out additional administrative and financial tasks as assigned to support operational needs and ensure smooth workflow.

Qualifications & Requirements

Education

• BA degree in Administration, Business Management, or any related field.

Skills & Competencies

·         Fast learner with strong attention to detail and accuracy.

·         Strong organizational skills and the ability to prioritize tasks efficiently.

·         Ability to work under pressure in a fast-paced environment.

·         Strong communication and customer-service orientation.

·         Proficiency with MS Office, electronic billing systems, and data-entry platforms.

·         Ability to maintain confidentiality and handle sensitive financial and patient information.
