JOB SUMMARY

The Clerk of Works will be critical in overseeing the project's construction phase. Their responsibilities include preparing technical documentation, supervising construction activities, and ensuring compliance with all relevant legal codes and best practices. Their technical expertise and project management skills are essential to completing the project. Additionally, the Clerk of Works provides specialized support through the practical application of construction know-how to ensure that construction activities are implemented and monitored effectively in the program Area.

DUTIES AND RESPONSIBILITIES

Program Development and Planning

  • Provide technical and organizational support throughout all stages of programming processes by executing/overseeing various technical programs.
  • The Clerk of Work is responsible for preparing technical documentation for the construction project, which may include plans, designs, specifications, and other documents necessary for the successful completion of the project.
  •  Oversees and monitors the construction process, ensuring the project is built according to the design plans and construction regulations.
  • Ensures compliance with all relevant codes and best practices, such as building codes, health and safety standards, and environmental regulations.
  • Manage the procurement process transparently, accountable, efficiently, and cost-effectively in accordance with LWF World Service policies and procedures.
  • Prepare technical reports and inputs for program intervention and documentation.
  • Update the Team leader, Project manager, Project coordinator, and Education coordinator on the progress and issues of construction implementation through daily, weekly, monthly, quarterly, and annual reports.
  • Carry out field visits, surveys, and implementation and collect and share reports with supervisors, partners, and stakeholders.
  • Organize and supervise skilled, casual, and all contracted laborers working
  • Ensure a filling system is in place in the construction office for all construction projects to facilitate construction contract management.
  • Carrying out any other duties as delegated/assigned by the supervisor or designate
  • Properly utilize supplies, equipment, and assets assigned for official duty.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Structural Engineering, or a related field.
  • Minimum of 5 years of relevant experience in engineering design, construction supervision, and project management.
  • Proficiency in AutoCAD, Civil 3D, and other engineering design software.
  • Strong knowledge of construction materials, methods, and industry best practices.
  • Experience working in humanitarian or development projects is an advantage.
  • Excellent communication, problem-solving, and analytical skills.
  • Ability to work in challenging environments and adapt to field conditions.

COMPETENCIES

  • Competencies in computer-aided software such as Auto CAD, Arch CAD, and Civil 3D.
  • Should have a strong understanding of construction methods, materials, and safety requirements. This knowledge allows them to oversee and monitor construction projects effectively.
  • Strong project management skills, such as planning, coordinating, and organizing construction activities to meet deadlines.
  • Communication and interpersonal skills involve interacting with various stakeholders, including contractors, engineers, and government officials.
  • Ability to quickly identify problems and develop solutions to keep the construction project on track.
  • Detail-oriented and able to spot errors or discrepancies in construction plans or specifications.
  • Strong decision-making skills to make informed and logical decisions when it comes to construction decisions, such as changes in design or materials.
  • Flexibility and adaptability to changing circumstances, such as changes to construction laws and regulations and workstations.
  • Fluent in written and spoken English.
