POSITION DESCRIPTION
for the position of
Regional Grants and Partnership Manager – Regional (LAC Region)
of the Lutheran World Federation World Service (LWF-WS) LAC Region (specifically Colombia, Venezuela, Central America & Haiti), based in Bogota, Colombia
Position Summary
The LWF-WS Regional Grants and Partnership Manager (RGPM) will be tasked with mapping and identifying strategic funding partners in the LAC region. (S)he is responsible for developing high-quality project proposals and concept notes for direct submission to key donors, including major institutional donors, foundations and innovative fundraising. Experience with and an understanding of the rules and requirements of donors is essential. (S)he will ensure that the approved grants are in compliance with donor requirements, including monitoring, timely reporting and quality control. The RGPM should adopt a regional approach to ensure maximum effectiveness and impact (including regional thinking, project design, budgeting, exchange and learning etc.).
Based in Bogota, Colombia, the LWF-WS RGPM (LAC Region: Haiti, El Salvador, Guatemala, Honduras, Colombia, Venezuela) shall report to the LWF-WS Global Funding Coordinator in Geneva (line management, technical, and work-planning matters) and to the Country Representative, Colombia/Venezuela (for admin and security issues in-country only).
Qualifications
- Master’s degree in humanitarian or development work, and/or other related social science.
Knowledge and Experience
- Several years of professional experience in international humanitarian and development programs. Experience in building strategic partnerships with donors in the region. Work experience with institutional donors and foundations is required.
- Cultural sensitivity and adaptability. High degree of integrity and professional responsibility.
- Working experience in LAC countries is required.
- Flexibility, patience, and ability to work under pressure in challenging contextual circumstances and working with very tight deadlines.
- Ability to work independently and at times with little supervision.
- Ability to travel in the region at short notice (including securing necessary visas and travel documents).
- Strong organizational, interpersonal, verbal, and written communication skills.
- Strong computer literacy.
Language Skills
- Fluency in spoken and written Spanish and English.
- Spoken French is preferred
Key Duties and Responsibilities:
Strategic Partnership Development (15%)
- Support the development and revision of country-specific funding strategies in coordination with Country Representatives, ensuring alignment with regional/global funding priorities and country strategies.
- Conduct analysis of strategic funding partners in the LAC region (including institutional donors, foundations, private, corporate, individual, innovative and other sources) through mapping and research in the 3 regional/country programs.
- Provide support to Country Programs to establish relations with the relevant donors and partners, including multi-country and consortia arrangements with INGOs and LNGOs.
- To explore innovative funding and financing opportunities.
Proposal Development (40%):
- To lead and/or coordinate the timely submission/response to calls in-country or remotely including writing high-quality concept notes and proposals in accordance with the donor priorities and requirements.
- To finalize, package, and submit proposals in collaboration with the GFT in Geneva according to donor specifications and deadlines and LWF quality standards.
- To coordinate with the relevant country teams to develop high-quality proposals (finance, programmatic, technical, thematics, other).
Grants Management and Accountability (30%):
- Ensure that the approved grants are in compliance with donor requirements, including timely reporting and quality control.
- Maintain the relations with respective donors in the LAC region.
- Ensure the kick-off of acquired grants to conduct a proper handover to the operations teams.
- Identify sources of co-funding for new funding opportunities (including timely discussions with potential co-funding agencies).
- To carry out regular and continuous site visits to track project progress, measure performance, and ensure accountability to the targeted communities and donors.
Capacity Building (10%):
- Strengthen Country Programmes teams to identify, acquire and manage grants.
Other (5%):
- To carry out any other tasks as needed and requested by the LWF-WS Global Funding Coordinator (e.g., screening reports, monitoring visits, training workshops, exchange visits).
- To participate in exchange visits to LWF Country Programs in the region/country with a focus on peer exchange of experience in capacity building, grants management, and successful project implementation.
